Job Description: Purpose of The Position: The incumbent will be responsible for providing support in different M&E function as well as for effective communication, coordination with Partner NGO and influencing community groups, CDCs, district and provincial authorities and line department. S/he will keep the relevant authorities and stakeholders in confidence through regular sharing of information and report highlighting key success, challenges and seek solution to challenges through attending meeting and workshops. S/he will identify capacity gaps and organize capacity building training, workshop and exposure visits for Partner NGO staff. Main Responsibilities: Serve as the focal point for the provision of advice to Partner NGO on all aspects of the project. Establish effective communication between WHH and Partner NGO as well as with CDCs, district and provincial authorities. Work closely with the line departments, authorities, relevant NGOs and stakeholders on the issues related to the project. Serve as the resource person for Partner NGO about WHH rules and regulations and promote understanding about WHH goals and objectives. Ensure that technical cooperation policies and procedures are disseminated, understood and adhered to by Partner NGO. Provide technical agriculture/food security support to Partner NGO. Identify capacity building needs of Partner NGO and organize trainings accordingly. Report any discrepancy in project activities or finances to regional manager or project manager. Organize regular meeting and workshops with local authorities, Partner NGO and WHH, share progress of the project and identify challenges with solutions. Provide support to Partner NGO in identifying project beneficiaries and their selection. Provide support to the technical team, trainers, community mobilizers of Partner NGO in developing necessary technical and training materials, guidelines and other important documents. Provide monthly, quarterly and annual report to the supervisor. Ensure that lessons learned and proposed corrective actions, adaptations and innovations for future projects are documented for the purpose of knowledge preservation. Monitor the field activities based on project implementation plan through WHH monitoring and evaluation tools. Assist in developing operational monitoring tools (checklist, questionnaires, databases, interview and survey forms, etc.) Monthly data collection, data entry & data analysis based on project requirements with ensuring from data accuracy and reliability. Provide timely inputs for new initiatives and improvements on M&E issues of Partner NGO to the management team. Participate in the project’s quality implementation, particularly through identifying weaknesses and strengths in Partner NGO M&E issues and report to the management team. Participate in the evaluation of the project’s results and achievements. Actively collaborate with Partner M&E Officer and provide inputs to develop databases on project activities and assist to updating regularly the database according to the project requirements. Actively participate in project implementation & coordination meetings. Assist Partner NGO in developing technical concepts, guidelines, manuals, procedures, concept papers on M&E issues. Prepare weekly/monthly schedule of monitoring and evaluation related activities. Provide M&E verbal and written reports on a weekly basis to the management team. Assist Partner NGO in maintaining a clear and transparent filing system. Implement any other activities as assigned by the supervisor.
