Job Description: Roles and Responsibilities The Provincial Public Administration Advisor will lead initiatives to strengthen public administration capacity, focusing on the development and implementation of standard operating procedures in the offices of the provincial government and the provincial council. The Provincial Public Administration Advisor will be based in one of the 16 target provinces of USAID ISLA and support the provincial authorities. S/he will work closely with PGO and the USAID ISLA team and its government counterparts in Kabul, in particular the Independent Directorate of Local Governance (IDLG). Detailed tasks and Activities Collect and analyze currently available provincial operating manuals and either develop new procedures as needed in close collaboration with provincial counterparts or recommend improvements in the existing manuals as required. Development of new provincial procedures will be done in consultation and collaboration with IDLG. Enumerate and document step-by-step operational processes at the provincial level, in accordance with existing or new operational manuals. All products will be shared with IDLG for review and feedback. Develop and support the establishment of standard reporting lines in accordance with the agreed functional charts of the PGO and PC. This will include reviewing the existing reporting systems and lines and proposing recommendations for improvement to enhance efficiency and oversight, which will include the potential for computerized reporting systems. Provide training, coaching, and mentoring to government tashkeel staff in management and provincial operations manuals, policies, and procedures. This may include training on online/computerized reporting systems, if appropriate. Develop necessary tools and job aids, which are consistent with provincial operations manuals, policies, and procedures, for reporting daily activities and progress in the provincial offices. Support the documentation and dissemination of the results of meetings, training and workshops. Develop standard office procedures for relevant tasks and responsibilities of the counterpart institutions and train the government tashkeel staff on the approved processes and procedures. Review and analyze the existing government complaints and grievances management system and mechanisms and make recommendations for their improvement, including the enhancement of reporting systems. Support IDLG’s goals of enhancing public awareness of public complaints and grievances management processes. Support the development of transparent and well-defined audit procedures for provincial offices. Develop or analyze and provide recommendations for improvements in the tools for reporting on provincial budget utilization. Review and recommend changes in record keeping in PGOs, PCs, and other provincial counterparts, as necessary. This may include an analysis of options for computerized record-keeping. Support the preparation of Provincial Development Plans (PDP) and Provincial Strategic Plans (PSP), as applicable, in accordance with SNG policies and procedures. Support the development of provincial operation and maintenance (O&M) plans, which reflect provincial needs, are feasible and incorporate new projects and activities identified in the PDP. Support provincial counterparts in managing the implementation of selected priority projects included in the PDP, thereby increasing the number of development activities that are executed. Facilitate the process of obtaining and incorporating input and feedback from IDLG, MoEc, and/or MoF, as relevant, on each manual and set of procedures or policies that is developed or revised for provincial operations. Perform other duties in line with the job description as assigned by the Provincial Team Leader. Reporting The Provincial Public Administration Advisor will coordinate and collaborate closely with the Provincial Governor and IDLG and other provincial authorities. The Provincial Public Administration Advisor will report to the Provincial Team Leader/Planning Advisor and work closely with the Provincial Administration Specialist (based at the main ISLA project office in Kabul) and with other USAID ISLA team members.
