Job Description: Scope of the Work The incumbent will be responsible for the financial management and grant compliance of bilateral and multi donors funded projects for AKU-APA. Responsibilities General Accounting: Supervise books of accounts in accordance with Generally Accepted Accounting Principles (e.g. cash book, general ledger, fixed assets register, subsidiary records for payables and receivables etc.). Financial Systems Development: Assist in establishing and strengthening of financial controls and maintenance of financial records and data for quick reference. Working Capital Management: Ensure efficient, accurate and compliant cash management and handling; managing and recording receivables and payables; take timely measures to resolve outstanding issues. Procurement: Effectively participate in the procurement processes and ensure that procurement is done in compliance with internal policies by all partners. Preparation of Budget and Tracking: Prepare budgets for funding in coordination with project staff, operating activities, track expenses in accordance with the approved budgets. Reporting: Prepare donor reports and other information according to donor guidelines and contracts, periodic grant variance reports, fund utilization reports and newsletter. Coordination: Coordinate with Aga Khan University Pakistan; Aga Khan Foundation, Afghanistan (AKFA); French Medical Institute for Mothers and Children (FMIC) and other partners for timely reporting of project expenses and financial performance. Compliance: Ensure compliance with donor grant agreements and institutional policies, ensuring compliance with audit requirements. Audit: Perform internal compliance review of various projects. Also facilitate various internal and external audits, grant audits and statutory audit. Management and Support: Recruit and manage finance staff. Provide necessary training and support to finance team in regions to use financial management software. Providing necessary support and training to ensure coherence in budgeting, record keeping and documentation.
