Job Description: The Asia Foundation (the Foundation) is a non-profit, non-governmental organization committed to the development of a peaceful, prosperous, just, and open Asia-Pacific region. Drawing on 60 years of experience, the Foundation supports initiatives to improve governance, law and civil society; women's empowerment; economic reform and development; sustainable development and the environment; and international relations. The Asia Foundation has offices in 18 countries throughout Asia and is headquartered in San Francisco. In Afghanistan, the Foundation supports four primary themes: Governance and Law, Women’s Empowerment, Education, and Survey/Research and Knowledge Development. In the Education department, the Foundation, with the support of the United States Agency for International Development (USAID), is implementing a six year project titled Strengthening Education in Afghanistan (SEA-II). A key deliverable is the implementation of a scholarship program for 900 women who are academically qualified but economically disadvantaged from across Afghanistan. Of these 900 women, 720 are for in-country bachelor’s program and 180 for Master’s programs in India. SUMMARY OF JOB RESPONSIBLITIES: This position is for an experienced person with background in managing and/or administrating scholarships. The key deliverables of this position is to ensure that eligible students receive optimum support to successfully complete their educational goals. This includes support for fees, room and board, ensuring students receive proper orientation, academic counseling, and so on. There will be one local CSO responsible for the managing of the logistics of this operation. The main responsibility of this position is to work with the CSO to ensure that the above support is being administered. Key responsibilities include: Qualifications · Manage and support all aspects of scholarships’ award-cycle processes including, but not limited to, application design and reviews, the posting and publicity of scholarship availability, processing scholarship applications, and ensuring compliance with established criteria for selection of final beneficiaries; · Serve as a liaison with scholarships and awards selection committees to ensure selection and awards processes are transparent, merit-based, successful and timely; · Work with Implementing Partner to ensure support activities such as orientation, housing, payment of fees, setting of services such as internships are being implemented and to address any issues related to the same; · Support the Project Assistant and the Foundation’s Management Information System specialist to ensure quality record-keeping and data management; · Meet with CSO in their office in regular bases in addition to weekly CSO meeting if needed; · Travel to India to finalize selection of public and private universities; · Serve as key liaison between the Foundation and the Ministry of Higher Education; · Support the Project Manager in the development of weekly, monthly, and quarterly reports; and · Demonstrated ability to be a well-organized self-starter and work effectively within a team, with the proven ability to multi-task, set work priorities, maintain confidentiality, track projects with meticulous detail and meet deadlines; and · Demonstrated ability to problem-solve using analytical and reasoning skills to maintain, identify, and make recommendations to improve operational systems.
