TEAM PURPOSE: To assist the program, particularly programmes/projects monitoring, evaluation, include in documentation of lessons learnt, best practices and knowledge management.
Under the leadership of the MEAL manager, the MEAL officer will work with development program lead, project managers and local partners and community level stakeholders within the Women and Youth Empowerment and governance pillars to establish and operationalizing project specific MEAL plans and integrate them into one framework / system for the program.
Main tasks of the function;
Support the MEAL manager in working with development program leads and project managers to provide technical input during proposal development, planning , internal reporting and report writing.
Lead in developing project specific MEL and Accountability plan in line with the overall MEAL framework of the Women and Youth Empowerment and Governance pillars and donor contractual requirements / obligations.
Oversee mainstreaming of cross-cutting approaches (security; world-wide influencing network; youth, women’s rights & the rights of minorities; conflict transformation; Adaptation & Risk Reduction; Responsive government; and children’s rights) in projects contributing to women and youth empowerment pillar.
Project Monitoring and capacity building:
Consolidate and update a global MEL and Accountability calendar for the Women and youth Empowerment/Governance pillars and work with project managers and development program leads and MEAL manager and oversee the delivery of MEAL requirements.
Support the MEAL manager in working with development program leads, project managers, and technical specialists in developing project specific M&E tools, analysis frameworks, and reporting templates as per the guidelines in the overall program MEAL framework.
Coordinate with partners and project managers in planning for and managing data collection, analysis and producing monitoring reports as per project specific MEAL requirements.
Work with development program leads and partners to identify partners’ MEAL capacity development needs and priorities and work with the MEAL manager to build the required capacities.
Work with project managers and development program leads to update monitoring information and milestones in the systems (MIS / SAP).
Evaluations, Reviews and Learning Sessions:
Support the MEAL manager in working with development program leads and project managers to provide technical input during evaluations of project contributing to women and youth empowerment/Governance pillars, in line with Oxfam evaluation policies and procedures.
Work with development program leads, project managers, project officers and partners to document lessons learnt from different monitoring and evaluation reports for projects contributing to women and youth empowerment/governance pillars.
Work with program leads and MEAL manager in organizing project specific learning reviews and consolidate lessons learnt to influence overall design of projects contributing to women and youth empowerment.
Provide technical and specialist advice (on request and proactively) to program staff, partners as well as to Oxfam Novib Head Quarters’ MEL advisors.
Any other duties as assigned dictated by program needs and requirements
