Under a commission from the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is assisting Afghanistan to establish a functioning constitutional state based on an official state-run judicial system. Under this system, the police force and judiciary are to abide by the constitution in the exercises of their duties. The focus of Afghan Government’s action thus centers on providing legal security for each and every one of its citizens.





Under the guidance of the Head of Office of the Rule of Law Project or his delegate   (responsible programme officer of the RoL Project), the consultant will work in the PeM Unit of Police Head Quarter. 


The consultant will be involved in the overall running of the PeM activities, the needs for which include the following:


Improve coordination capacity of Police - e – Mardumi (PeM) staff through provision of on the job mentoring/trainings.
Help PeM to attend the community policing activities particularly the regular monthly consultation meetings which conduct by a local NGO in all seven centers of Samangan province.
Help PeM to conduct school outreach campaign maximum at 30 high schools with clos cooperation of local NGO in Samangan center and districts. 
Help PeM to develop broachers/posters related to roles and responsibilities of police towards citizens.
Help PeM to develop monthly operational plans and monitoring tools. 
Help PeM to make topics/articles about their roles, achievement’s shortcomings and ongoing activities for samangan police department’s monthly magazine.
Help PeM to improve their presentation capacities and skills.
Help PeM to make a functioning mechanism of opening and processing of citizens’ suggestions/complaints from the boxes in Samangan.
Help giz – rule of law colleagues in implementation of community policing component’s activities there in Samangan  province.
To provide legal trainings for the staff of PeM.
To provide monthly work plan for the Rule of Law Project.
Provide (Dari and English) monthly progress report to GIZ

Administrative Information

Fee payment will be done by the end of each month subject to report submission.

The applicant must have TIN/or to create a new one.

Job Requirements:

Job Requirements:

Degree from formally recognized Law or Sharia Faculty.
Multiple year of work experience in national justice institutions.
Experience in Mentoring.
English knowledge would be an advantage.  


Location and Duration:


The consultant will be based at the PHQ- PeM office of Samangan Province.
Contract period is up to maximum 180 working days for a total duration of one year 2016 (extendable).
His payment will be processed against invoice, verified attendance sheet of activities report on quarterly basis.
