Job Description: The successful candidate is expected to work with and through his / her Afghan counterparts, be part of the assessment team consisting of the NPA and under the overall guidance of the international consultant and to progressively transfer skills and responsibilities to the National staff during the course of the assignment. It is anticipated that the national consultant will work from Afghanistan in very close cooperation with the international consultant (through virtual means of communication etc.) and is only expected to travel for the Workshop / Training planned to take place in Delhi. Further details will be discussed with the international consultant (e.g. in terms of division of labor) and during the Kick-off together with the NPA, OPAF as well as – if applicable – further actors. The national consultant will work under the overall guidance of the international consultant and support her / him as the leader of the assessment team with all of her / his tasks, especially in terms of data collection from non-English sources, coordination with the NPA on the ground etc. In detail, the tasks and deliverables of the national consultant include supporting the following: Drafting the Concept Note (in English) according to MAPS II standards in close cooperation with the NPA outlining e.g. the methodological approach Developing and implementing a 5-day Workshop and Training (in English) for NPA Staff ( to take place in Delhi) in order to discuss initial results of the data collection for the MAPS assessment as well as train NPA staff in the application of MAPS Drafting the Assessment Report (in English) according to MAPS II standards (including Analysis of Country Context, Assessment of the Public Procurement System, Development of Recommendations for Prioritized Reform) Preparation of and input in a max. 1-day long session to validate the Report Furthermore, the national consultant is responsible for the translation of the final Report into Dari.
