Job Description: JOB SUMMARY This position will be responsible to assist and manage Shamal (Proprietary) data analytic and management system for Monitoring & Evaluation department and will be responsible for the following specific tasks for M&E Shamal data management. DUTIES & RESPONSIBILITIES Remote Sensing (RS): Acquisition of Remote Sensing Datasets as required by M&E. Processing the RS Data using configured models. Development of RS Models as required by the Program. Management and Metadata of the RS Datasets. Management and Metadata of the derived datasets. Identification of datasets required and development of RS procedures. GIS Data Management (DM): Asist in managing and maintaining all RADP-S Datasets held in the Shamal System, including managing Metadata and catalogues of data. Control all data entered into Shamal, including data captured via the RADP-S M&E Unit. Database Schema Development for new data capture, including data analysis, data automation, data updates and production/publication of data and datasets in the multiple Shamal Portals. Additional Responsibilities As part of the M&E Team, the incumbent will participate in all development required in building, managing and maintaining the Shamal System. Additional inputs or assistance on management of any data will be key to this position. Development of data processing methodology, cataloguing and metadata is key to this position. Additional tasking based on M&E/Program requirements. Skills/Competencies: The candidate must demonstrate: Experience working with GIS (ESRI Stack) and Erdas Imagine or equivalent Open Source Applications. Data Management tools such as FME or Geo Kettle. Understanding of analytical processing. Management of GIS Tasking and GIS task planning. Deep understanding of Remote Sensing methodology and RS Capabilities, Imagery and Imagery Formats, modelling GIS & RS Processes. Organizational skills and strong record of accomplishment in meeting deliverables and deadlines. Problem solving and root cause identification skills. Strong analytic and decision-making abilities. Excellent communication skills. Good interpersonal skills. Integrity and ability to work with minimum supervision and under pressure.
