Job Description: Main Duites & Responsablities: Main Activities: • Lead the planning and implementation of CCAP in the mentioned districts and to ensuring consistently high quality implementation, accountability, transparency, compliance, and reporting. • Responsible for Team Performance Management and Coordination, assuring that the whole team contributes to timely, quality and transparent delivery of all projects activities through agreed upon implementation plans and strategies, in line with donor-approved plan, standards and operations manuals; • Oversee and support the CCAP district staff, including building the capacity of social organizers, in the capacity building of community institutions and local government in order to enhance their understanding to gradually take the lead role of their own development initiatives; • Build effective working relationships with relevant line departments to support and build their capacity to assume ever-greater responsibility for CCAP implementation; • Ensure that Concern’s commitment to gender mainstreaming and diversity in the workplace is given constant attention throughout the program implementation, from recruitment that is merit-based through to implementation, monitoring & evaluation; • Regularly visit project site and communities to monitor field activities and meet with stakeholders to monitor, guide and support district staff and stakeholders in attaining the outcomes/results of the project, including monitoring and assessing staff performance and capacity building plans; • Support the CCAP Provincial Manager to establish, align, coordinate and monitor annual, quarterly and monthly work plans and budgets; • Working closely with the Monitoring, Evaluation, Research and Learning (MERL) Unit, foster a culture of accountability and learning, including supporting social organizers to document lessons learned, best practices, and collect regular case studies; • Ensure implementation and use of tools and processes for timely measuring and documentation of qualitative and quantitative project performance against work plans and budgets, logical framework, contracts and MoUs, on a regular basis; • Oversee the financial management of the project budget in close collaboration with the provincial finance team, including monitoring expenditure to ensure proper budget utilization at district level, identifying and explaining variance; • Prepare a district project procurement plan and execute it in line with donor and Concern procurement policies and procedures; • Validate, edit and consolidate narrative and financial reports from field teams and prepare timely, high-quality narrative and financial project reports for Concern; • Establish and maintain excellent an active network with other development stakeholders, representing Concern in coordination and learning meetings with GIRoA, NGOs and other external relationships; • Carry out the responsibilities of the role in a way which reflects Concerns’ commitment to protecting children in accordance with the Child Safeguarding Policy. CHS & Emergency: • Concern is committed to CHS to ensure downward accountability. Concern activities are guided by CHS standards in all stages both emergency and development projects /programs.
