Job Description:Scope of Work: The Project Manager, in according to the project work plan is responsible for the implementation of BPHS project in Badghis Province, to provide MoPH standard services through all BPHS HFs and HPs. He must have the qualification of MD, preferably MPH, knowledge and full experience of project management including planning, organizing, controlling, leading and report writing). The project manager will be responsible for the expectation of health sector in the main office of HEWAD (Health Program Coordinator). The Project Manager is Responsible for: Knowledge of all policies and guidelines of MoPH and knowledge on the goal, objectives and activities of SEHAT Projects. Make sure all the policies, guidelines and protocols of MOPH are being applied in the provinces in the project impact areas. Overall management of SEHAT project in Badghis province including quality assurance of the project. Make sure the policies and operating procedures of HEWAD organization is regarded and applied by the project team. Lead and support the project team in planning, implementation, monitoring and evaluation of project objectives and monitor/supervise HFs on regular bases. Follow up of project objectives, Indicators, at HFs and project level in according to Project Work Plan. Develop plan for improving HFs performance to achieve the project objectives. Responsible for evaluations of project staff performance. Assist the management team to be up dated of the project progress. Preparing regular monthly, quarterly, semiannual and annual report. Support the program by regular monitoring and evaluating of field sites. Work as a team leader to ensure successful fulfillment of the project objectives, division of tasks among the departments for quality of services. Control and follow up and supervise the projects (Finance / logistic and Admen) departments. Review all the reports received from the project officers and come up with timely solution support for the identified gaps. Arrange monthly project review meetings with the heads of HFs for analyzing the monthly data of HFs tracking the progress and addressing the problems of the health facilities. Checking the requests of medical, logistics and others to ensure the quality and quantity before approval. Collecting data and information from the field for the main office for using proposal development. Make sure that sufficient medicine and other emergency kits are available in the provincial stock and in case of any emergency event to respond them quickly. Timely preparedness and response to emergencies and outbreaks if occurred in the project impact areas in close coordination with PPHD. Be assuring about the client/community satisfaction regarding the quality of health services. Maintain the autonomy of organization to employ on a merit bases free from ethnic and discrimination. Follow up HEWAD-AYSO established policies, procedures, and objectives; continuous quality improvement initiative works and performance Ensure good exchange mediate of technical support between the management team and service providers. Responsible as a member of consortium coordinating committee at the provincial level. Active Participate in a coordination meeting with PPHD, UN agencies, other NGOs, and Governmental Departments at a provincial level. Do whatever jobs delegated by the line managers.
