Job Description: The Estimation engineer and proposal writer should estimate for BOQ bill of quantity for construction project and write proposal and documentation for the projects. Estimation engineer is responsible for writing proposal for logistics projects in both ( Dari & English) languages. Able to write proposal for government of Afghanistan,JCCS, FBO, USAID, &corps of Engineering. The Proposal/Report writer for NHCC is a special position as it is the full time position regarding the coordination and representation of NHCC The Proposal writer is in charge of the general organization of program in NHCC in main office. He represents NHCC in meetings, local relevant authorities, (I) NGOS and any other organizations. He works under the direct supervision of the Executive Director and Board of Directors and in direct collaboration with the steering Committee. He should inform the Executive Director on the evolution of the project. He is based in Kabul but may have to move to the provinces depending on the evolution of the projects and the security situation anytime. In close collaboration with the program department, write donor winning proposals of a higher quality. Write Expressions of Interest, Concept Notes, as well as supporting documentation (e.g., assessment reports, logical frameworks, field staff recruiting/requisition forms, etc.). Design and lead needs assessments in order to identify humanitarian needs, contextual information, and effective and accurate strategy for developing winning proposals. Provide M&E support to the projects and report on indicators and targets. Conduct field visits to monitor the progress of NHCC projects in Kabul city and/or in the provinces. Prepare content for promotional and fundraising tools, such as brochures, newsletters, annual reports, and other advertising documents describing NHCC activities for publicity purposes. Participate in coordination meetings, working groups, and special taskforces as needed and liaise with government ministries (including but not limited to the NHCC), UN agencies, other NGOs, and donor representatives on behalf of NHCC-Afghanistan. Follow NHCC policies and procedures, support the successful implementation of program objectives, and provide initiatives aimed at continually improving the quality and performance of NHCC-Afghanistan programs. Perform any other task as assigned by immediate supervisor.
