Job Description: Responsibilities The GIZ PCP ANP Literacy Programme initiate and implement literacy courses in all central, regional and rural Police units in 34 provinces of Afghanistan. The literacy courses are being implemented by recruiting facilitators/teachers in all Police units across the country. There are provincial advisors in all 34 provinces of Afghanistan, which are closely working with the facilitators, providing advises to them and as well as regularly monitoring the literacy courses. The M&E officer will act as line manager/supervisor of the provincial advisors, and responsible to collect all the narrative reports, project progress reports and any other monthly data/information from the relevant provincial advisors and produce his/her own monthly M&E reports and update the existing database/s. Under the direct supervision of Head of M&E Unit and overall supervision of Head of Component, the M&E officer is responsible to contribute in the overall management of the project M&E system at all level. The main tasks of the M&E officer are included but are not limited to the following: Tasks in detail I, Technical (Monitoring & Evaluation) Provide regular and systematic advises and guides to the assigned provincial advisors on M&E related issues namely on how to complete the complex M&E reporting, complete M&E field tools and trackers Ensure the accuracy and validity of data/information collected by provincial advisors in regular basis. Regular and systematic monitoring visits to different parts of the project upon the GIZ’s security office approval, Risk Management Office (RMO). Conduct physical monitoring to literacy courses across the country, to oversee the project progress in the field. Collecting, analyzing and verifying project data and information on monthly and ad-hoc basis through Field Monitoring Advisors, and regular physical monitoring. Update the existing databases with the up to date data and information collected through provincial advisors on monthly basis. Attend the project workshops and trainings as facilitator/moderator to present the M&E tools to the Provincial Advisors, Field Monitoring Advisors and teachers and guide them on the usages and reporting. Approves provincial advisors’ reports and provides feedback accordingly Conducts plausibility and consistency checks on documents received from the field Participates and supports the M&E team during capacity enhancement training sessions which are usually conducted for provincial advisors and facilitators Tasks in detail II, (Reporting & Advising) Write monthly narrative reports of the project progress, considering the project achievements, challenges and recommendations to senior management team, project applicant, Ministry of Interior Affairs (MoIA) and other stakeholders. Guide provincial advisors and field monitoring advisors on standard, on-time and validated data and information from field. Prepare comprehensive monitoring visit reports with the real findings from field; considering all the achievements, challenges and possible recommendations. Advises and guides the assigned provincial advisors on M&E related issues namely on how to complete the complex M&E reporting, complete M&E field tools and trackers Assures the filing of soft and hard copies of all level documents (reports and data sets) for the assigned provinces. Collects all existing hand-written hard copies of documents (reports, lists, additional information) from the field and organizes them for the filing system Supports M&E team for cross-checking the ANP Literacy learners’ number report Communicates directly with the provincial advisors regarding any issues related to M&E tasks Other duties/additional tasks The M&E officer Takes part in completing the M&E trackers/tool for the assigned provinces Provides monthly narrative report as well as figures report to the PCP management and partners Represent PCP project and specifically the M&E Unit in all in and outside of the office meetings and events as representative of the GIZ PCP Project. Perform any other tasks assigned by his/her supervisor.
